I agree with Pacific Coast Highway, that is if you can get on it without running into 10,000 rented RV's with tourists in them. Regardless, it's a beautiful road.

A sampling of my favorites: Glendora Mountain / Ridge road. It's where I learned how not to die while going as fast as I can. Been riding it for nigh on 40 years, and it has only bit me once.
glendora, ca - Google Maps

The roads in and around Malibu through the Sant Monica mountains. Hosted many group rides there, and spent many hours solo canyon carving. If you plan it right you can ride for over 200 miles without duplicating any roads except Mulholland and PCH. Just watch out for squids on the weekends!

And in my area now:
Point Sal road. A wonderful mountain / coastal road.

And Tempesquet road to Hwy. 166 to Bull Canyon road. Pretty rural and somewhat dirty, but a real blast. Ask Nemo about it.

There are many more, but that's the cream of the crop.

If it has already been done, it is safe to assume it is possible to do it.
On the other hand, if it has not been done never assume it is impossible to do it.

Area 51. ET Highway. Going back with something faster than a KLR.

Here's one that is within city limits. It's a rural street, but catch it at the right time and there's little to no cars on here. Same island Bill Gates resides in.

But I like getting out of the city streets away from the massive amount of cars. Here are my two favorite runs:
