Goldwing carb plastic pipe/tube?

I'm restoring a 1981 Goldwing 1100. I put the carbs together and I have a spare part. Reminds me of a saying "If you take something apart enough times, eventually you will end up with two of them." Anyways, the carbs are together and I have a plastic pipe/tube about 3 inches long. It is very small in diameter. I have no idea where it goes. I have looked in the manual and online exploded parts views and I can't figure this out. Anyone have any idea?

After looking at it for about an hour and a half, I'm wondering if it goes between the air chamber halves. There is a hole there...?
